Any plant that is a "cold - hardy " plant or root crop can be planted directly in the soil outside. Carrots, parsnips, garlic, asparagus and artichokes are all plants that fit this category. These plants are prone to root damage if transplanted which is why they should be sowed directly into the place they will grow their entire plant life.
Plants that crave heat or are tender in nature do best when you start indoors and transplant them outside when temps are warm enough to work the soil. Tomatoes, peppers, rosemary and eggplant are all examples of plants that fit this category.
