Why Does February only Have 28 days

It's the last day of February and it seems as if the month has flew by. Perhaps it is because it is the shortest month of the year. With only 28 days, February seems to have been given the shaft. But why?? Why does February only have 28 days when other months have 30 or 31?? 

The answer to this puzzling question goes back in time to the Romans. Legend states that it was the first king of Rome, Romulus who devised a 10 month lunar calendar. The year would start at spring in March and end in December. Since winter was not important to the harvest the time between December and March may have simply been left out. 

Another king of Rome, the second king Numa Pompilius decided the calendar should be more accurate. He created a calendar with 354 days according to the actual lunar year. Two months were added to the original calendar. The new months of January and February would be 28 days long. A day was added to January because of numerology this made 355 days in the new year. February was not lengthened and was still considered an unlucky month. The month of February was a time that the Romans honored the dead and performed rites of purification. 

During Julius Caesar time a calendar was created sun based rather than using the Roman calendar. There was 10 a total of 10 days added to the calendar and an extra day in February every 4 years. Thus explaining not only why February has 28 days but also how leap day was created.
